The problem is that if you sign the “nuclear non-proliferation treaty”, as Iran has, even if you’re lying through your teeth about it, you have the “right” to “peaceful nuclear energy” without sanctions. So stuff like this becomes useful, unfortunately, since there’s no way to completely shut off a country’s access to Uranium and Plutonium in international law.
